Why does it look like the enter cutout is missing the right stabilizer? How would you use both stabilizers on a standard ANSI layout Enter key with this plate?

murkeyLook at the cutouts for the stabilizers on the Enter key. There is no right cutout for a PCB stab OR a plate mount stab. It's missing a stab all together.

murkeyLook at the R-shift, backspace, etc. They all have two PCB mount stab cutouts. The ANSI Enter cutout only has one, and it's on the left side.

The right stab on ANSI Enter is indeed missing. The aluminum is such low-grade metal that I had no issues filing away a little notch (and a "slant" behind it) to ensure that there was right stabilizer clearance. I don't think I needed it, but better to be safe before I start soldering.
