How can you tell the impedance on the headphones besides the label on the box or using a multimeter?

TofuSome amps advertise 300 ohms but in reality the amperage of the signal isn't high enough to run the headphone at full power. edit: I failed to notice this was a reply and failed to read close enough to notice this wasn't a question >_< sorry!
