1) Are we 100% sure this is user programmable without coding knowledge? 2) Can it be programmed with layers or key combos? 3) Can the encoder be programmed to scroll also? 4) Who is responsible for item support if there are problems or questions?

Since it can be configured using VIA, I can answer first 3 questions from 1) Yes, VIA is a GUI tool available as either stand alone web wrapper app or usevia.app website. 2) Yes for layers. Yes for key combos using limited number of macros. 3) There's no commands for "scroll" but you can assign encoder actions to mouse wheel actions.
