How can you "boil" water to 155 degrees? Wouldn't it just be heat water to that temp - since physics and all.

Since arguing pedantry is your thing, parts of the water will be boiled until an overall temperature has been reached. It will then keep boiling and heating smaller amounts of water to maintain this temperature - since physics and all.
