whats the difference between single and double layer??

The double-layer version is substantially stiffer, because it consists of two-layers of webbing sewn together, except for the tail end that passes through the buckle. It's useful if you prefer the extra rigidity for carrying a holstered firearm or other gear. Let me know if you have any other questions!

how much can the buckle hold? and are there any inserts in the belt?

There are no inserts. The buckle is rated by the manufacturer to 2000/4000 pounds depending on how it's loaded (direct or looped). We do not rate the belt strength as a whole, but I'm willing to bet the buckle is the weakest point on the double-layer version.
