If you mean on a standard keyboard, yes, but the one linked has no standard bottom row, so no, it depends on what keyboard you are going to put it on!

Novelties are keys that have legends which are not part of a standard set of keys. Logos, symbols, and other non-standard things are what make up 'novelties' in a custom keycap set. In the case of this drop, it would be Carbon Novelties, Warning Signs, Community Pack, and Rolling Bones off the top of my head.

Not really, for example the arrows kit are not novelties, novelties in this case are Half-life, warning signs, carbon novelties, rolling bones, community kit... There are also somes novelties in some other kits, for example ergodox, 40%, etc...
