I think most people assume they come prefilled, this should be stated in big letters in the description that it does not.

JoskeVThere are many rules and regulations regarding the shipping of flammable/combustible fluids. As a result, these are shipped to us from Zippo empty, and we ship them to you also empty.

Overall, it's just not worth it to ship these with fluid in them due to all the restrictions/stipulations involved.
