Josh.LDepends, on the one hand, the way they are supposed to be testing knives is a basically by trying to whip the blade out, overcoming the detent so the knife opens without a deliberate and polite action on the studs or flipper. Lockbacks in general should pass that test every time, unless it's one of the enormous knives that Cold Steel makes, in which case the blade mass could swing out anyway by momentum.
However, because it's a fairly subjective examination conducted in private, the aesthetic of the knife in question likely matters a great deal. This one looks utilitarian but also stylized enough that it might set off the individual customs agent.

OmniseedIKR? the difference in the speed of opening between intentional pressing against the stud and " flipping " it out is so " great" that its a threat to modern societies safety.....go figure the common sense of government regulatory agencies...wait....NM
