AwesomeTomThink of them as smooth hertz, the refresh rate of the image is at 30hz, but I am betting the pixel s themselves are refreshing at a higher interval, hopefully not too much higher, as that would cause jutter at 30hz, but LCDs have a smoother fall-off curve so 30hz is fine for static content and probably even most web animations, youtube vids etc, as the source is probably 30hz or lower.
A gaming monitor this is not, unless you are in 1080p, but even then the upsampling is going to give the virtual pixels a blockier feel.
