Can i return it if it is not working for me even though it's a refurbished item? I need a keyboard with the german qwertz layout but can't find any information about the possibility to rebind keys.

Does the keyboard have keycaps or do I have to buy them separately? in the images it looks like it has Drop Skylight Series Keycaps - Slate, but I'm not entirely sure
