The description says the keycaps are PBT, even though the page for the keycap set itself says that they are ABS.
Which one are these on this keyboard? PBT or ABS?

I believe they are ABS - I don't think that drop has changed the production process for this keycap set.

Does it come with a full set of MiTo MT3 Cyber Custom Keycap Set or just the ones already installed?

At most, I'd suspect it includes the base kit for MT3 Cyber since that would adequately cover up to a TKL. If it's like their other boards, however, it will include the caps to build the board, plus select accent/novelty caps.
Could stand a product page update for that tho.
