The video you linked shows the external features of the amp well, but the reviewer claims this amp is a fully balanced amp. This amp uses op-amps in the signal path and is not fully balanced.
the result sounds great though, so budget balanced or not I would not worry personally
That and balanced interconnects matter more in the chain anyhow. The 789 is fully differential which is what matters anyhow and gives it the performance it has. Andrew Mason straight up said them making the unit fully balanced would have shot the price up for no tangible performance increase. In his own words:
"Bottom line: The output of this 789 is balanced (XLR-4) and unbalanced (3.5mm or 1/4"). And the inputs can be balanced (XLR-3's) or unbalanced (RCA).
Errata: The signal path internally is fully differential throughout (per Putzeys), but is NOT truly balanced in a few sections. We preserve the full signal integrity but we avoid increasing the retail price for no measurable benefit."
Not sure a tube buffer would add much but what would you propose?
