Actually, yes Overseas shipping is the problem. DHL was used for the cheap shipping rates you mention, and while the rates were astoundingly cheap for overseas customers (I won't go into how I believe DHL accomplished this or the legalities involved), DHL's performance for Domestic shipping has proven to be completely unacceptable.
MD is in a tough spot with shipping. Someone is always going to be upset no matter which option they go with.
