amwataniJust because they are in another language, doesn't mean they were imported from another country. Wizards of the Coast regularly makes foreign language booster boxes available for purchase to your friendly local game store. The Russian packs in this drop were ALMOST CERTAINLY not ever in Russia.

amwataniCameron is correct; technically all product comes from outside the US though :) But it routes to the US and WotC sends it from their warehouse to retailers or to distributors who in turn send it to retailers.
The core portion of the agreement, however, is that retailers are not allowed to ship sealed product in any capacity outside of the US.
