Do these really need an amp? I've seen $20 headphones that are 40 ohms, while these are only 25.

SenorPlatanoThey will work without an amp. However, the specified impedance of a headphone is not the only metric which matters in regards to amplification. These headphones are lower sensitivity than many other headphones (94db/mW), but they will still only require ~40mW for 110dB which is quite loud. For an impedance of 25 Ohms, this means it needs 1V rms and 40 mA which, for example, can be delivered by an HTC One m8 but cannot be delivered by a Samsung Galaxy S5 (based on http://www.anandtech.com/show/8078/smartphone-audio-testing-htc-one-m8-and-samsung-galaxy-s5).
I am using my TH-X00 with a Dragonfly Black which supplies 1.2Vrms, and it easily powers them to be very loud. What source would you be using?

jptechA desktop computer. why would you want them at 110 DB? I guess an amp could be useful for listening to them around your neck, don't ask why I need to do that a lot.

SenorPlatano110 dB is just a common figure that I've seen that means your amp can sufficiently drive them. Typically, people don't want to run everything at 100% because <100% means you have some headroom and usually also lower THD, etc. Each 3db is a doubling, so the power usage drops considerably at lower volumes.
