When can I buy one that doesn't require a degree in engineering to assemble?
No engineering degree here, and I put mine together in about 2 hours. The directions are pretty straightforward, and 10 minutes watching a soldering tutorial on youtube is more than enough training to make it happen.

As @rholdy says it's very easy. Other than the soldering, it's only a bit more fiddly than putting a simple LEGO set together. The soldering itself is very easy, unless you put LEDs in at which point it is merely easy.
