New to programing the Ergodox. How does one have access to characters that is normally accessed via holding shift and another button like on a normal keyboard? eg: >?:"{}_+

By pressing shift and hitting whatever key it is mapped to.
There are no USB codes for characters like ()?!{}etc... Rather, there is a USB code for shift that is sent to the computer, then subsequent keys are interpreted accordingly by the OS.

So is there a need to put those characters onto a layer?

no, to get '>?:"{}_+' you need to put "./;'[]-=" onto a key/layer and hit shift while pressing those. Though, I think you can mayhaps have a layer where keys send shift+. to yield >, for example. I'm asking Haata about it on irc right now.

U"SOME_KEY" : U"Shift" + U"[" should yield "{". Also, apparently there is a section, "simple macros" in the configurator that has most of these available.

By default? Not sure, but in the configurator [RL]GUI equate to Right and Left Windows key, depending on your OS configuration.
