Is the default layer programmable?
No, it never is, to my knowledge.
What about the FN/PN layers?
Could I assign non-standard characters (ő, ú, é, á, ű) and stay in those layers all the time (since it uses open-source TMK)?

I use the KBP V60 and I don't you would be able to do this sadly.
Type R is new design Firmware , totally different from V60Plus.
V60Plus use 6 port dip switch to change FN position , but Type R need to use TMK to remap. Furthermore , Type R programmable method is different from Poker 3.
Yes. If you look at the docs for the firmware, there is a visual keymap editor that you can use to program any key anywhere on the board. The firmware is open source, so it's possible to do even more complicated things if you want, but the options in the visual configurator are probably enough for 99% of us.
It says "Unknown Label" if I want to add characters like ő, ú, é and so on. The documentation only lists standard characters for configuring.
Are those characters not supported by the TMK firmware?
TMK supports all of those characters. Where are you seeing "Unknown Label"?
If you follow the programming guide posted on the product page, I created the layout and when I paste the raw code to make the file, I get that error for those keys.

its supported just not through the firmware website. you will need to compile a hex manually using either TMK or QMK. You can also add it to EasyAVR using the GH60 as a template just change the rows and columns to match the v60
I've always found it more straight forward to code my own - then again, I write code everyday.
