There is a water bag pouch inside with hooks to attach it and a hole for the tube to pass through on the top.
Although i've seen people complaining about the attachment inside, i've never had the occasion to use it.
As far as I know it's not sold with a rain cover but it can handle some rain by itself, maybe the rainy season in asia would be a bit too much though.
What is the size, or length of the waist/hip belt?
I read a review of the larger Kelty Redwing 50 on Section Hiker, and the reviewer stated that the maximum length was 36 inches.
The reviewer stated:

Many of us are larger human beings that are well over six feet tall, and broad shouldered, with a proportionate waist line in the range of thirty eight to forty two inches.
I could not find this information on the Kelty website.
I already own the 44L one. I used it for travelling and some hikes. I really love it !
It is really comfortable and you could spend a whole day carrying it without any problems. The padding on the back and the straps is really thick and lets your back breath pretty easily. The hip belt is also really comfortable!
There are 3 main compartments: top one for quick access, main one which contains a laptop sleeve/Water bladder pouch and a back one for small items. There are also water bottle pockets, side pouches and a stuff pouch on the back.
You can remove the hipbelt and the internal dorsal bar if you want to.
One of the main selling points for travellers is the U-Shaped zipper which makes it easy to grab stuff at the bottom of your pack.
The fabric is pretty sturdy and water-proof(ish), don't stick it in the river expecting your stuff to stay dry but it can handle some rain.
I live in europe and use it as a carry on. It's supposed to be a little bigger than regular airlines recommendations but i used it with copanies such as easyjet and never got any problems.
The only things i would add are:
- A pocket to the hip belt
- Lockable zippers
What! I just did weeks of hunting for a deal then purchased a 44 yesterday on amazon for $93, massdrop you tease. If the 44 doesnt fit my 21" back, count me in. Everything I've read is this pack is just right as a budget beater, I will honestly never hike with it but instead keep my minimalist life organized in it and use to car/ferry/plane travel.
