BEARSxARExPEOPLExTOOHow is that surprising for a knife at this price point? If you wanted something manufactured in the US you'll have to open up your wallet up a bit more :)
Not sure if location has any bearing on quality though. Unless you're paying for a certain brand and the exclusivity attached to it (which, I'll admit, I do all the time), really the only factors you should concern yourself about are build quality and type of steel used for the blade.
The knife that I carry is a ~$20 CRKT G10 which is made in China and my only complaint is they use a cheaper type of steel in the blade so it loses its edge pretty fast. On the plus side, sharpening doesn't take a long time :)
