why are there only 2 packs of the perfect fit that seems useless
KEjMBecause that gives you the capability to double sleeve two commander decks, with forty extra outer sleeves.

KEjMperfect fits are 100count while the others are 80. its the same reason why you buy 10 packs of hotdogs but only 8 packs of buns. it makes you buy more to fit the quantity. so i picked up 2 orders of this so that way i can sleeve 2 commander decks and have 80 left over for a normal 60 deck with a 15 sideboard.

monocolormonsterthat is not usefull you should not have or need 40 extra sleeves you might as well just buy more sleeves to sleeve a 60 card deck

Drokarsee thats somewhat resonable but then if your going to spend 50 dollars on sleeves you might as well buy bulk of like 10 packs

KEjMtwo 100-Packs of Perfect Size Sleeves and three 80-packs of Hyper Mat Black Sleeves.
KMC Does that with all of their packs of sleeves, it's to convince you to buy more than one. Similar to Hot Dogs and Hot dog Buns.
Like me, I bought 2 sets of these, so I'll have 400 perfect size, and 480 black sleeves, I figure this way I can at least partial double sleeve some - My local card store also sells the Perfect size 80 (so I'll have the ability to finish it once I get it)
