Had to google this to figure out wtf is going on. Simply the core body to attach body armor/head/hands/etc. This is so out there even if its a Japanese figure (should have guessed it had relation to Japan).

SchnooBasically, it's a body, you buy the custom helmet, armour pieces, and hands and feet separately. The idea is that you get customization similar to what you'd get in the latter halo games (Halo 3,4,5).
