Also there seem to be two different models shown in the photos. One has 2 buckles and the other has 1 buckle. The MD specs say 2, but the Amazon listing for the deluxe computer bag only shows 1. Which one is correct?

After some digging I found the bag on Manhattan Portage's site. The 13in and 15in seem to only have 1 buckle while the 17in has 2.
So the discussions from 2 years ago indicate that some people (not sure what percentage) did not receive the strap. Does the drop now (early 2019) include the strap?
Yes, I believe that was the resolution to the people who submitted help tickets. It's possible that a partial refund/credit was offered in lieu of it, but we want to make sure you get what you ordered. You can do that in My Transactions in your member profile...
...yeah that's fair. It's not necessarily clear that Discussions are not the place to get help. They are meant to be the place where people discuss the product, or let us know if there is something wrong with a live drop - not after shipment, when they are monitored less frequently (as we have about 150-175 new drops every month).
