In my mind, a "Tactical" tool is one that can be used in any way convenient with little concern of damaging the tool. Consider a claw hammer....you don't think twice about plunging the claw in to drywall or prying on steel or concrete with it. You simply know it will take the abuse. Hammers are made from hammer forged tool steel....that's why they are so tough. 440 stainless simply won't hold up to very much abuse with out bending or braking the tip or blade.
