I never had transaction experience with anyone in France, but I've sold a $500 worth item to England and bought a 90 Euro worth item from Germany. I didn't pay any duty for the one I bought from Germany, so that is okay. But for the one I sold to England, he paid about 30% VAT (he said he paid $140) for it even though I sent is as gift.
