How do you connect this to a PC? With and without an amp?

You connect this to the PC with a USB cable, and connect the ODAC to the amp. If you have no amplifier, then you're in a bit of a pickle. A poor man's approach would be to connect the 3.5mm output on the ODAC to a volume attenuator. I don't recommend this approach since the signal isn't going to be very clean or balanced. But it will work. Essentially, you'll want an amplifier with your DAC. It's possible give the ODAC's plug-n-play interface that you can simply plug in your headphones directly and use the Window's volume control. I'm no expert however. I just think that will work. Just not ideally.

Not using an amp will likely produce unwanted results. Here is a reply that NwAvGuy (the developer of the ODAC/O2) responded to this exact question on his blog:
"@Anon (amp needed?). The ODAC cannot directly drive headphones (or speakers). It can directly drive most any line/aux input (powered speakers, desktop audio system, receiver, etc.)."
