Do these require a DAC/AMP and if they do, is there a good budget option, portability is not an issue. I have a pair of PC 363D and am still happy, I just want something to hide in the closet so when my pair craps out I have a good backup.

No, some motherboards have up to 600 impedance, integrated DAC/AMP and other various sound card features.
Like the MSI Gaming Pro Carbon for the new Ryzen cpus.
So, no other equipment necessary if you have such a motherboard.
