Can I use an amp with my cell phone ?
Sure, the quality of your phones DAC will then determine a bit of the quality though.
Higher-end models should be fine. And of course make sure you have a high-res file or streaming service you play from.
I personally believe the investment in a good amp is worth a bit more than a DAC as we have perfectly fine DAC's in our mobile devices and laptops all around us. (Do note though that, with everything that involves audiophiles, these things will be heavily debated ;) )
If you plan on outting to an external DAC first, it may depend on whether or not your phone supports OTG. If you just plan on going from the headphone out to RCAs into an amp, you'll be fine
Your phone probably don't have a DAC lineout, so connect the amp to headphone jack would be better amp.
It might not be too bad, but why not spend $99 for the Schiit Fulla 2? It got a competent DAC inside and probably best match for HD6XX under $100.
