Yes. Customs taxes and all those fees are not included in the price that is listed (listed in USD)

My guess is no, as the price is so low. At least here in Germany, I have received US goods without the customs hassle when the price is low. I am not sure what the threshold is, but probably more than 25$.

Edit: I originally posted that there was a limit of $2500 but there's conflicting information. Some places say €1000, some as low as €135. Again, it's best to check the tax website of your country. In any case, it's less than the cost of these.

In Romania (but I think in all EU countries) under 10 Euros you don't pay any extra. Between 10 and 150 Euros you pay VAT (19% TVA in Romania) of the price paid for your stuff arriving from outside EU (4.75 Euros extra for 25 Euros of stuff). Above 150 Euros you have to pay some extra (Vama) but I think that value changes by category, volume... whatnot... never bought anything so expensive from outside EU. I might be wrong... but this was true for every purchase I made so far from outside EU.

The threshold before you don't have to pay taxes (VAT) may vary between 10 to 22 Eur depending on EU country.
