if you are referencing to power - i have two sets of Nobles (Noble 5 and Django) that i use with my iPhone and Nexus 5X. both devices can drive the IEMs to unhealthy and uncomfortable decibel levels with no sweat
if you are referencing to "sounds better with an amp" - there's a ton of material on head-fi to read through and draw your own conclusions
side note - as far as i have been aware of Noble, their approach have seemed mobile friendly without the need for added amps / DACs etc. i recall some interviews that talks about co-founder just uses his iPhone as his main device with no amps / DACs.
