I don't see any way to set them for left or right stereo reception. Or if they are permanently one for left and one for right, I don't see any left or right markings on the speakers.

The first speaker you power on will become your left channel speaker. You need to power up the second speaker within a few seconds after turning on the first speaker, and it will connect as the 2nd channel speaker. The pair will then function in true stereo with your bluetooth source.

How does each unit get rated at 15 Watts RMS when the DC input is rated at 5V x 2 Amps?

That is the spec to charge the battery. There are more elements to the equation to determine wattage. This is an improper and incomplete application of the equation. The battery is rated at 7.4v, however.
