I'm confused, do we need to assemble this or not? All the comments are talking about that, but there is no hint of that in the product description.

If you count pushing each switch through the plate and putting keycaps on them, yes. (so no "real assembly" required if used as a switch tester)
Definitely soldering required if you buy the optional keypad PCB.

So, correct the noob if I'm wrong here: I either want a dumb switch tester (no PCB at all in the box) so I pay the standard price. Or I pay $9 more and get a PCB in the box to solder onto the switch tester so I can actually plug it into my computer?

You got it. Though the comment was from a while ago so I'm not sure if the drop description has changed in any way. Either way, need the PCB if you want a functioning numpad. MassDrop generally uses the price of the cheapest option, with extras adding.. well, extra cost. Whether you find that deceptive or not is up to you, haha.
