Can anyone confirm if the fine nib is scratchy or not?

cca310Depends on the one you get, Most of the fine nibs on the metro (which is equiv to western extra-fine) has a little 'tooth' to it, but it's not "scratchy" as you'd experience with a mis-aligned tine. Has more of a graphite feel to it which is fine to me, though a couple figure 8s on a micro-mesh (12,000 grit) pad should help quite a bit if it's already aligned and feels a bit unpolished. I only had one Metropolitan in the Past with a Fine nib and it was rather good for me. *some* inks mainly noodler's with bulletproof properties did have some days where it's like a hard starter, but that's to be expected if not writing with it constantly.
