They have to buy the material and do all the manufacturing for the drops before they can ship them out to anyone. That takes a considerable amount of time compared to most of their orders, where they're simply buying existing products in bulk and selling them to us for a small discount.
Edit: Is the PuLSE site going to continue to be updated and will prices continue to drop, or are all the kits have their lowest prices set? I'd love to pick up a Novelties set as well, but another $17 just for the "REKT" key feels like a lot of money...

The real reason is that Signature Plastics, the manufacturer of these caps, has a several month backlog of SA keycap orders. These won't even start to be made until may, most likely. But in order to get made by June, the orders have to be placed ASAP, because even more SA keycap group buys are coming very soon.
