Uh, originally worn by "ghillies", Scottish game keepers on "landed gentry" estates to sneak up on game for a closer look. Ghillies are game scouts for organized hunts. Granted, these paramilitary modern versions have centuries of improvements, but the idea of a suit of this style that you can tie on local foliage to better blend in with your surroundings is ghillie in origin, not snipers. InB4 snipers have always used camouflage.
