Kinda new here, I committed at the $33 price but I'd pay $39 if need be. If the additional 19 people needed for lowest price doesnt happen, will I be offered the opportunity to purchase at $39? Or can I change to being a confirmed buyer at the $39 price point?

WildDingoIIRC, there is a "upgrade to buy" or similar language in you transactions page _before_ the drop ends. Note that one will not be able to "upgrade" their commitmet after the drop ends.
