is the thigh, knees and leg opening measurements in cm? I am comparing this measurement with uniqlo's slim straight selvedge right now (I'm wearing that now, planning to get a nicer pair) and I'm wearing a 28. Will this fit fine?

KappaI don't know anything about that chart, but the RPMWEST chart is in inches. Keep in mind that their dimensions look to be circumference, so if you're measuring across the knee or something you would double the measurement.
