Why does it come with a 2.1a power supply when the pi3 needs 2.5a?

The Pi 3 doesn't need 2.5A. A good quality 2A adapter is plenty, unless you're attaching a lot of power-hungry USB or GPIO devices. This is confirmed by the specs of the official Raspberry Pi power supply here:

I had issues with my blutooth running off what I think is a decent 2.1amp supply and it was fixed using a 2.5amp after reading other posts of the same issue. I just go with the 2.5 now and all is well.
