it needs drivers, and it isnt exactly portable and has no battery. Are you wondering if you can use your phone as a line in then yes, but you would need a 3.5 to coaxial for input as far as I can tell (I am not 100% on that)... or you would have the amp hooked to your pc and then use your pc as the line in for your phone and the pc usb to the usb-b input in the amp.

I don't know about Linux, but I use this with a USB OTG cable and a Moto E 2nd gen on 5.1. Works without any additional software or drivers on Mac OS. I do not have access to a windows machine to test.

I've tried mine on my linux machine and was able to make pulseaudio output 24 bit 192 Hz audio into it.
Also tried with windows with drivers installed and couldnt notice any difference
