I noticed there are two LEDs on the side of the keyboard, is there a way to turn them on?

There's one LED under the CAPSLOCK key, another under the right shift key. Hitting capslock should turn on the one under the CAPSLOCK key. The one under the right shift key turns on with the arrow lock on (Fn-Enter).

Odd, Fn-Enter turns the keyboard on and off for me.

my case is that if i hit Fn+enter, it turns Fn, Shift, Win and Ctrl to the four arrow keys... and then i do not have a Fn on the keyboard :(

You need to use the DIP switches to get another Fn key. (It was probably a design oversight TBH.) I have mine set to remap CapsLock to Fn. I keep arrow mode on 99.9% of the time though.
