Got this exact pair for Christmas. Best gift I could have asked for. Looks great with a pair of jeans, or with khaki slacks. But they're also extremely durable. And the lowest price is genuinely a fantastic deal. One note though: put on some quality water-resistant leather oil early. If they get wet before you oil them the first time, it will leave some unfortunate water marks.

Belleville usually run a full size large, but I'm not sure on issue boot sizing - some of them actually run 1/2 a size small...

However, people often confuse boot size with dress shoe size, and end up sizing up instead of sizing down...
Best sizing advice is this - If you've never bought proper work boots before, don't try to guess out the sizing based on your tennis shoes or converse...
With all that said, for these I actually size down 1/2 , unless wearing thick wool socks, or getting the D(M) width to begin with.
