Getting a chronometer grade cert on a HAQ is simply a matter of sending them in for testing, it adds extra expense, and most makers don't do it simply because passing the test is a given, it wouldn't be a high accuracy quartz if it couldn't pass
As usual with Tourneau they provide great deals. You don't often 👁 chronometer grade quartz, and these have it ✅
I can't find ℹ regarding the specific movement of the ⌚ but I'm sure it's high end 🤔 At least for the chronograph, I guess it has the ETA Flatline Chronograph family 251.264 with 2️⃣7️⃣💎 because in one 📸 we have 2️⃣ big chronograph seconds 🖐🏻 (in reality one for seconds, one for minutes) and I'm guessing this measures 🔟th of seconds considering the sub sphere with 🔟 markings https://www.eta.ch/en/our-products/quartz-movements/flatline/eta-flatline-chronograph-251264-bdCheck this 📽 for another movement, within the same family, measuring 🆙️ to the 1️⃣0️⃣0️⃣th of a second https://www.youtube.com/watch?v=3ADjssgR7uI there we find out important features:

I wanted for a while the Zenith Defy 2️⃣1️⃣ which can measure a 💯th of a second but I found the movement to be delicate (not in a good way) and prone to having issues when resetting the chronograph 🖐🏻 so finally I stayed away...
