General rule for plasma lighters... they're not the optimal source for starting fires when outdoors, unless what you're lighting is a cigarette or a really dry and thin branch. By design, plasma lighters throws an electrical charge... which at short distances make electricity visible (sparking and arcing, oooo). It largely depends on voltage and ampere too, which I will not belabor. In short, the larger the distance for the electrons to travel, the less stable the arc--think less energy efficiently used to generate heat, aka less hotter). That's why arc lighters' lighting surface is extremely small. Nobody doubts that plasma lighters can start fire. For outdoors, i.e. camping, you just have to use some (really really) dry twigs, old newspaper, dryer lint or the like; wood, is, by the way, a also natural insulator to electricity, so please use real fire!
Never used the Oiikury "Tactical" 3-in-1 "survival" knife/safety hammer/plasma lighter, but from first impression, it looks like a disaster about to happen... (1) The knife may have the uniqueness factor, and maybe I'll throw in some "coolness" factor (in double quotes), but there are reasons why blades are not sheathed in the way this product has designed it. NOBODY expects a knife to be revealed within a TUBE. (2) When.... on.... earth.... do you have the chance to use a "safety hammer" outdoors? Maybe if you are trapped in your Jeep in the middle of the mountain. Also, from a mechanical and structural engineering point of view... does it give you confidence that the "safety hammer" is mounted on a hollow tube (that is sheathing the knife)? Do you also have the confidence that the sheathing tube will hold in place (not twist or loosen in your grip) while you are genuinely using it to smash some glass (so the knife won't, you know, hurt you)?
BTW, just looking at the crystal ball in the future... e-cigs will one day replace cigs (starting with developed countries and developing countries).
