IrishGingerIt's because they are super thin and hard to count exactly by machine, not for insurance against their product failing. If anything, that's what the extra 25 are for (75 for deck + 25 extra). I'm sure it's very hard to perfectly estimate how many are in a stack, and they make sure it'll always give you 1-2 more instead of 1-2 less, since no one will complain about the extras.
