Edit: I have tried uninstalling and reinstalling all drivers and have tried the windows 10 fix on the description page. I am now sure that it is a dongle issue. I am not sure if the dongle is not working correctly, or that I am not installing the correct drivers.

Choose your .exe from either the x32 or x64 folder (depending on whichever is applicable to you). During the setup, I chose to enable device discovery. After I went through the rest of the setup (having my dongle plugged in the whole time), I got a little tray icon in the lower right hand corner of my screen for the CSR Bluetooth device. Right click it, select "Add Bluetooth Device," select "Keyboard/Mouse," select your keyboard and then run through the instructions. My keyboard worked immediately after this. I'm not sure what sort of magic this program can work on Windows 10, but I hope it helps!
