So does this effectively turn unbalanced inputs to true balanced outputs? Or is it just a normal passthrough to a different connector?

I couldn't tell you without looking at the schematics, but amps do not need to have a balanced signal in order to output a differential, balanced signal ("true" balanced if you will). So yes, this amp takes an unbalanced signal and could turn it into a balanced one.

Because an amp doesn't require balanced inputs to give a fully differential balanced output (look it up if you don't believe me; this is indeed possible without "cheating" and using opamps).
