I built a PC based around a Ryzen 5 2400G APU and the following:
  • B450 itx motherboard with built-in WiFi.
  • 16 GB DDR4 3200mHz RAM.
  • 512 GB SSD
  • 650 watt semi-modular PSU.
  • A small case.
Total cost after some careful shopping came out to $460. I'm running most of my games at 1080p high settings, including Dark Souls 3 and Shadow of Mordor. It's not perfect, but I haven't even put in a graphics card yet. I'm saving up for that. You could save even more by going with the Ryzen 3 2200G APU and 16 GB of DDR4 2600 RAM. I wouldn't recommend going lower than 16GB of RAM, because you'll want to dedicate to GB to VRAM for the Vega Graphics, and 6GB for your OS and games to run just won't be fun. Good luck!

You should get a console then because 400 dollars is very low and a console would offer better performance and it would be cheaper. The 1030 is a garbage card from my testing. Most games are almost unplayable.

I think you could make a great base with the 2400g with plenty of upgrade potential and years of support. I'd recommend the B450 platform MoBo. The m-atx models are under $70. 8gb memory minimum, and it has to be fast (+3000mhz). Get a cheap case with an included power supply to cheap out. 300w PSU minimum. I used a 500gb HD for a while before upgrading to an ssd to save money, and I'd recommend that here. When upgrading get a better PSU, a dedicated GPU, then SSD, finally a better airflow case in that order. RAM doesn't need to exceed 8gb unless you are streaming or multitasking while gaming. Budget builds are fun and I wish you the best of luck!

There isn’t such a thing as a “good” gaming PC for $400, unless it has used parts. The closest you you could get would be an AMD Ryzen 5 2400G build with an InWin Chopin case 8GB of RAM and a 1TB HDD: https://pcpartpicker.com/list/cwm44q
