Why do the Colemark/Dvorak set have so many keys?

It seems like they should just have plain F and J and then scooped U and H for Dvorak and T and N for Colmark, and whatever Programmer's Dvorak, Norman, and Workman need. But all the these sets have a bunch of extra symbol keys that are the same as their base sets. I wouldn't mind trying Colemark, but ~$30 seems like so much for only 4 keys I'd need.

Most people will tell you that if you want to try to learn another layout like Colemak you shouldn't even change your key caps, as it encourages you to look down at the keys. Just remap the keys and use a layout diagram and learn to touchtype imo.
