Seems like everyone has been jumping on the cauliflower rice option, zucchini noodles are a great substitute for pasta as well!
Depending on your reason for cutting down on carbs, you could look into things like couscous and quinoa to replace rice as well, you can make great fried quinoa with your favorite fried rice recipe by replacing the rice with quinoa. These grains do have carbs in them but from my (limited) understanding they are generally not the types of carbohydrates people are trying to cut down on.
Though difficult, the best way to cut carbohydrates is probably to forgo the binders (rice, pasta, and substitutes) entirely. Protein and roasted vegetables on the side is a great meal and usually pretty easy to prepare in bulk.
