I think starting with an amp and adding a DAC later would be a good start. In my opinion, the effect on your sound will be greatest in the order of Headphones -> Amp -> DAC -> Cables, so you should focus on upgrading / purchasing things that have the largest effect first. Your in-built DAC (if you're using a relatively modern computer / device) should be adequate until you're ready to dive a bit deeper.

For the sennheiser 6xx I would expect it to sound it's best/decent out of a phone or laptop which usually do not have good audio outs. I would recommend any amp/dac. You can get a jds labs atom and a topping d10 for around $150.

There's no real right or wrong answer. I would go with the $150 amp and then add a DAC later. The nice thing with separate boxes (as opposed to combos) is you can change one component at a time, and see if the new flavour suits you or not.

People choose a DAC/AMP combo maybe to save space, or they are just interest in an all-in-one device and don't exactly have a great source. Benefit of getting an AMP separate is that maybe you don't need a DAC, or it gives you more flexibility to upgrade either component down the road, or feel a standalone device on its own can pair better with another highly regarded product vs. being tied what comes in an all-in-one. It really depends on your circumstance. But if you have neither, the DAC/AMP combo is definitely a cost effective start.
